I’m positive the Senate doesn’t want to spend millions of taxpayer dollars setting up a system so we can watch people illegally cross our border. I know that deep inside, the Senators want the law enforced and to keep people out who don’t have permission to be here. So maybe this is what they mean by high tech virtual fence:
