Most of us are generally law-abiding, taxpaying types, if for no other reason but we don’t want to get into trouble. But would this push you right over the edge into vandalism/destruction of property? Would you flatten these people’s tires if they lived in your neighborhood and you felt sure you could get away with it?


“Creating a hazard” would probably cover it.
If the sound is actually audible, in a city, for a mile then it’s probably at dangerous levels.
If, as claimed, it makes it impossible to hear a siren for emergency vehicles, there’s another problem.
Basically… if they can’t find a way that this is against the law, then they’re not trying hard enough.

SEC. 2905. VEHICLE AND NONSTATIONARY SOURCE REPAIRS.
It shall be unlawful for any person within any residential area of the City and County to repair, rebuild, or test any motor vehicle or nonstationary source in such a manner as to cause unnecessary, excessive or offensive noise.
